House passes bill delaying emissions rule Texas wants blocked

The House of Representatives passed a Republican-sponsored bill today delaying an emissions rule that Texas and Dallas-based power-plant operator Luminant have asked a federal court to block, despite the threat of a presidential veto. Approved 249-169 with four Republican defectors and 19 Democratic votes, the “TRAIN Act” would require a new interagency committee to analyze how several U.S. Environmental Protection Agency rules affect industry, energy prices and electricity supplies. The bill also would delay two rules, including the Cross-State Air Pollution Rule, which Texas wants blocked, until late this decade at the earliest.
